DESCRIPTION: [Full details at http://upcoming.yahoo.com/event/731907/ ] The need to bring the public into the strategic development plans of major organisations is becoming more of a political necessity with every passing day. For the first time ever\, the business and service sectors are bound by both legal and informal protocols of public participation.
      
      There are many commercial\, municipal and voluntary sector organisations that need to bring public participation into the heart of their practice. From anecdotal evidence\, few would seem to be skilled at promoting that process with any degree of success. This conference\, and the training festival associated with it\, are designed to address any skill or knowledge gap that may exist.
      
      This conference will attract internationally renowned speakers\, those with citizen engagement experience and those people who are spearheading research\, policy development and practice in public engagement.
      
      The conference will help delegates to interrogate new and emerging relationships between citizens and corporations. Those in business\, banking\, legal\, government\, industrial\, the armed forces as well as the public and voluntary sectors (amongst many others) will find attendance stimulating and useful. The principal focus of the conference will be the interface zone between the corporate sector (however defined) and civil society. It will interrogate difficult and new pathways to the future.
      
      This will be an interactive conference. There will be a mixture of academic and practical sessions\, keynote addresses and world café discussions. Delegates will be asked to bring a willingness to engage and to problem solve. Additionally\, there will be case study presentations and visits to demonstration projects. Wrapped around the conference will be an IAP2 training event for delegates to upgrade their qualifications (should they wish) in public participation processes. This training will be provided by international trainers of extremely high calibre.

Following recommendations issued by the European Council\, studies and projects conducted in Europe are starting to provide initial findings and results.
      
      We are proud to present the following keynote speakers at the EDem 2008:
      
      * Steven Clift (Ashoka Fellow\, E-Democracy.Org\, USA)
      * Ann Macintosh (Professor Digital Governance\, University of Leeds\, UK)
      * Peter Parycek (Head of the Center for E-Government\, Danube University Krems\, A)
      * Matt Poelmans (Director\, Citizenlink\, The Hague\, NL)
      
      There are a number of E-Democracy applications\, ranging from providing information to discussion\, deliberation\, decision-making and voting\, thus encompassing the entire democratic process. The technical devices have become a means to an end\, and there are other questions that now need to be raised and answered:
      
      To what extent can E-Democracy support and enrich our democracy?
      What and where are the interfaces\, what methods can be used to integrate E-participation in present politics public administration processes?
      
      * How can we ensure that the greatest number of people are reached and are able to use the means of participation?
      * How can the modern media support political education?
      * How can the Internet increase participation in political discussion?
      * What are the limitations and the risks of E-Democracy?
      
      The EDem2008 conference presents the opportunity to look into these questions and discuss the answers. During the conference experiences will be collected\, examples good and bad practice analysed\, the State-of-the-Art and future scenarios will be presented and discussed.
      
      We are looking for contributions on all areas and levels of electronic democracy and participation systems\, precedence will be given to those contributions which include national and/or international experiences. Concrete projects can also be submitted\, and\, if accepted\, would be presented as examples of “hands-on” demonstrations of E-Democracy and E-Participation.
      
      Papers and projects can be submitted in English or German\, the tracks in German and English language will be held parallel.
      
      We invite individuals from academic and practical backgrounds as well as public administration offices\, public bodies\, NGOs\, education institutions and independent organisations\, to submit their contributions.
      
      Cost: EUR 95\,- including proceedings
      
      The Proceedings will be published by the OCG (Österreichische Computer Gesellschaft)
      In cooperation with the Vienna University of Economics and Business Administration.

      Why Attend NCDD's biennial national conferences?
      
      Although the approaches\, philosophies\, venues\, and even our purposes for doing this work can be very different\, we all share a common vision: a future in which all people--regardless of income\, position\, background or education--are able to engage regularly in lively\, thoughtful\, and challenging discussions about what matters to them\, in ways that have a positive impact on their lives and their world.
      
      Making this vision a reality is no easy feat. To truly make the impact we believe we can and should have on the world\, we must work together rather than just working simultaneously\, and we must build on each other's knowledge and expertise rather than starting from scratch in our own silos.
      
      NCDD's biennial conferences provide people who are committed to helping dialogue and deliberation flourish in the world with the opportunity to increase their skills and knowledge in these processes\, share their own learnings and innovations with others\, and develop supportive\, collaborative relationships with their peers. Perhaps most importantly\, NCDD conferences leave participants feeling more motivated\, energized\, supported and prepared to do this vital work.
      What is an NCDD Conference Actually Like?
      
      NCDD gatherings are not your run-of-the-mill conferences. Instead of parading endless speakers in front of you in the hope that you will absorb some of their knowledge\, we acknowledge and tap into every participant's expertise and unique perspectives\, and ask you to play an active role in shaping the future of this burgeoning field.
      
      NCDD conferences are highly participatory. We use the plenary sessions (where we're all in one large room) as an opportunity to not only showcase innovative large-group dialogue and deliberation techniques - often blending methods to better meet the group's needs\, but also to utilize the wisdom in the room to tackle challenges facing this emerging field. Our concurrent workshops\, led by key leaders and innovators in the field\, offer participants a smorgasbord of experiences designed to build skills\, increase knowledge\, broaden awareness and build relationships. And the arts always play an innovative\, prominent role in our conferences.
      
      While none of our conferences have been perfect - and we don't expect our next one to be either\, our attendees value our willingness to experiment with new things\, to involve everyone willing to volunteer some of their time in the planning process\, and to respond to conference participants' needs as they arise.
