Carl Nolte wrote in Sunday's Chronicle:

The public is invited to a celebration Monday of the life and legacy of Phil Frank, whose cartoons graced the pages of The Chronicle and other newspapers for more than 30 years.
The event - called "Camp Farley" - will be at noon Monday in Washington Square Park in San Francisco.
Farley, the main character in Frank's cartoons, lived not far from Washington Square, and the neighborhood was one of Frank's favorites.
Those attending Monday's event are encouraged to come in costume as one of Frank's many cartoon characters and parade around the park.
There will be entertainment by "Beach Blanket Babylon," the Tried and True Gospel Singers, Bob Schultz and the Frisco Jazz Band, the San Francisco Parking Enforcement Precision Scooter Team, the National Park Service mounted color guard and many others.
There will also be remarks by former Mayor Willie Brown, who made frequent appearances in the strip, and others. Chronicle Editor Phil Bronstein will represent the paper.
Frank died Sept. 12 at age 64 of a brain tumor, a few days after he announced his retirement.
