Pennsylvania is one of six states that elects all judges, both locally and for appellate positions, in partisan elections. One proposal that attracted attention is to move to “merit selection” to fill appellate court vacancies, in which an appointed commission would evaluate and recommend judicial candidates. The Governor must then select a nominee. Judges would then be subject to retention elections, as they are presently.

Bob Heim is Chairman of Pennsylvanians for Modern Courts, a statewide nonprofit, nonpartisan organization that advocates reforming the judicial selection process and moving to merit selection of judges. He will be joined by Russ Diamond, Founder and Chairman of PA Clean Sweep.
